- Synopsis
- Die "Reformblockaden" im Bundesrat sind die Konsequenz einer entwicklungsgeschichtlichen "Verwerfung" im institutionellen Gefüge des deutschen Bundesstaates: Die föderativen Strukturen werden als Folge einer mehr als hundertjährigen Entwicklung von der Entscheidungslogik einer "Verhandlungsdemokratie beherrscht, während sich im Parteiensystem die "Konkurrenzdemokratie" durchgesetzt hat. Eine funktionierende Kopplung der beiden Elemente setzt aber voraus, dass das Parteiensystem eine für Kompromissfindung hinreichende strukturelle Flexibilität aufweist. Da weder eine tiefer greifende Veränderung der historisch gewachsenen Strukturen des deutschen Föderalismus mit ihren komplex verflochtenen Interessenlagen noch ein Ende der bipolaren Konkurrenzdemokratie zu erwarten ist, kann die Funktionsfähigkeit der Institutionen nur mit kleinen Schritten zur Entkopplung von Parteienwettbewerb und Föderalismus verbessert werden. Dazu würde nicht zuletzt die Wiederbesinnung auf die institutionalisierten Verfahrensregeln gehören, die infolge der fortschreitenden Informalisierung der Regierungspraxis in der Ära Kohl in den Hintergrund getreten waren.
