- Es ist in letzter Zeit viel darüber gestritten worden, ob es mit dem Geist der Verfassung oder mit den Spielregeln parlamentarischer Mehrheitsregierung vereinbar ist, wenn bundesstaatliche Institutionen in den Dienst der Oppositionspolitik gestellt werden. Eine befriedigende Antwort konnte dabei nicht gefunden werden. Das Kernproblem ist ein entwicklungsgeschichtlicher Strukturbruch im politischen System: Die Funktionsprinzipien von Parteiensystem und Bundesstaat haben sich so entwickelt, daß sie zunehmend schwer miteinander vereinbar geworden sind. Damit ist aber die Funktionsfähigkeit des Parteienstaates ernsthaft bedroht. Es stellt sich die Frage, ob die Zukunft einer informellen Großen Koalition ohne demokratisches Mandat gehört.
