Europa wird immer stärker vom internationalen Kraftverkehr durchflutet. Grenzen öffnen sich, Straßen werden ausgebaut, die Zahl der Kraftfahrzeuge nimmt weiter zu. Damit steigt zwangsläufig auch der Anteil der Verkehrsunfälle mit ausländischen Kraft­ fahrzeugen. Der Abbau der Grenzkontrollen in den Europäischen Gemeinschaften und zu einigen Nachbarländern fordert zunehmend einen vereinfachten Nachweis der not­ wendigen Kraftfahrzeug-Haftpflichtdeckung. Dabei werden die Rechtsgrundlagen aus Versicherungsverträgen, Pflichtversicherungsgesetzen, internationalen Abkommen und schließlich auch die bewährte Grüne Internationale Versicherungskarte für Kraftverkehr scheinbar in den Hintergrund gedrängt oder von neuen Vereinbarungen überlagert. Decentralization of Collective Bargaining: An Analysis of Recent Experience in the UK

Die vorliegende Untersuchung ist die uberarbeitete Fassung einer im Fruhjahr 1991 an der Rechtswissenschafdichen Fakultat der Universitat Wien angenommenen Dissertation. Die Suche nach einem geeigneten Thema fur eine wissenschafdiche Arbeit erfolgt intuitiv. Schon wah rend des Studiums galt mein besonderes Interesse den Grundrechten und dem Bereich des Umweltschutzrechtes. Der Gedanke, den osterreichischen Grundrechtskatalog urn ein "Grundrecht auf Umwelt" zu erweitern, er­ schien mir als besonders reizvoll. Die Aufgabenstellung sollte die ideale Verbindung zweier mein personliches Interesse treffender Bereiche sein. Die Entscheidung fur oder gegen die Aufnahme eines verfassungshohen subjektiven Rechts aufUmwelt war im emotionellen Bereich bereits ge­ fallen. Einerseits wurde dem Umweltschutz ein seiner Bedeutung in der po­ litischen und gesellschaftlichen Diskussion gerecht werdender Rang in der Rechtsordnung verliehen. Andererseits konnte ein Grundrecht auf Umwelt dem einzelnen eine rechtliche Handhabe gegen die Zerstorung und Belastung "seiner" Umwelt bieten. Das bestehende verfassungsktafti­ ge Umweltschutzbekenntnis der Republik Osterreich erschien mir vorder­ grundig als ungenugend. Mit Fortdauer der Untersuchung wuchs die Erkenntnis, daiS die Inte­ gration eines Grundrechtes aufUmwelt in den bestehenden Grundrechts­ katalog mit Schwierigkeiten behaftet sei. Das Bemuhen urn die Begrun­ dung einer dem Umweltschutz adaquaten verfassungsrechtlichen Posi­ tion wechselte stets mit der Einsicht in die begrenzte Gestaltungskraft verfassungsrechtlicher - und im allgemeinen rechtlicher - Normierung. In Frage stand mehr und mehr, ob dem Schutz der naturlichen Lebens­ grundlagen uberhaupt ein Rang in der verfassungsrechtlichen Ordnung zukommen sollte. Die Antwortdarauf kann nicht eindeutig ausfallen.

Deutschlands Auslandsanleihen 1924–1945: Rückzahlungen nach der Wiedervereinigung von 1990

Hermann Josef Abs war es bei den Verhandlungen zum Londoner Schuldenabkommen in seiner Funktion als deutscher Verhandlungsführer 1953 gelungen, eine umfassende Regelung der deutschen Auslandsschulden zu erreichen. Mag das Zustandekommen des Abkommens aus heutiger Sicht einfach und mühelos anmuten, unter den seinerzeitigen Rahmenbedingungen war die Verhandlungsführung eine diplomatische Glanzleistung. Eine vielsagende Anekdote des einerseits kompromißbereiten, anderseits jedoch strate­ gisch unbeirrbaren Abs, wiedergegeben bei einem Vortrag 1983, soll dies verdeutli­ chen: 1952, während der Londoner Verhandlungen, schrieb Geheimrat Vocke, damals Leiter der Bank deutscher Länder, hinsichtlich des Schuldenabkommens an den Bun­ deskanzler Adenauer " . . . aber eines ist sicher, es kann schon heute mit Sicherheit gesagt werden, daß das Ziel der deutschen Währungspolitik, die Konvertibilität der Deutschen Mark zu erreichen, durch das Abkommen in unabsehbare Ferne gerückt ist. " Abs, von Adenauer zur Stellungnahme zu dieser Aussage aufgerufen, schrieb kurz und knapp: "Sehr verehrter Herr Bundeskanzler, ich erhielt ihren Brief und habe ihn mit Interesse gelesen. Ich kann nur bemerken, daß das Londoner Schuldenabkommen für das Erreichen der Konvertibilität der Deutschen Mark kein Hindernis, sondern die Voraussetzung ist. Mit freundlichen Grüßen Ihr Abs" Der seinerzeit zu den engsten Beratern des Bundeskanzlers Adenauer gehörende Abs sollte recht behalten. Das Abkommen war eine entscheidende Grundlage dafür, daß die junge Bundesrepublik Deutschland im Ausland rasch Vertrauen und Kreditwürdigkeit, als Voraussetzung für den wirtschaftlichen Wiederaufbau, gewann. Die Konvertibilität der Deutschen Mark war schneller hergestellt als viele es erwartet hatten.

The International Conference on the Ethics of Business in a Global Economy, held in Columbus, Ohio, brought together over 300 participants from twenty-two nations in six continents. Dieser Band enthält Tabellen und Methodendarlegungen zur Untersuchung über Ethik und Protest, Moralbilder und Wertkonflikte junger Menschen. Die hier aufgeführten Ta­ bellen sind in dem Buch gleichen Titels zitiert. Dieser Ergänzungsband lädt eigentlich nicht zu einer selbständigen Lektüre ein. Gleichwohl kann man beim Blättern auf Gedan­ ken kommen und zu Schlußfolgerungen gelangen, die über das hinausgehen, was im Buch selbst kommentiert wurde. Aus diesem Grunde haben Autorengemeinschaft und Verlag es wichtig gefunden, die zahlreichen Nachweise empirischer Befunde für den in­ teressierten Leser, für die Forschung zugänglich zu machen. Auf den folgenden Seiten finden sich 166 Tabellen, die im Text des Hauptbandes als Quellen zitiert sind. Zudem sind im Methodenteil 56 weitere Tabellen wiedergegeben, auf deren Daten teilweise Bezug genommen wurde. Ein kurzes Glossar zu Beginn des Methodenteils klärt über statistische Verfahrensweisen und Begriffe auf. Die hier vorgestellte Untersuchung beruht auf der formellen Befragung eines repräsenta­ tiven Querschnitts junger Menschen im Gebiet der Bundesrepublik vor 1990. Im Jahre 1986 wurden 2.229 Jugendliche befragt. Die Auskunftspersonen zwischen 15 und 30 Jahren sind repräsentativ für die deutschen Staatsangehörigen. Die Untersuchung wurde vom GETAS/GfM Institut in Hamburg durchgeführt. Die Arbeiten am empirischen Gerüst der Untersuchung haben Therese Walter und Andree Helminger von der Abteilung Sozialpsychologie des Psychologischen Instituts der Universität Zürich mitgetragen. Ihre Mitwirkung beschränkt sich indessen nicht auf diesen Ergänzungsband. Alle Nachweise im Hauptband sind ebenfalls das Ergebnis gemeinsa­ men Erwägens und Arbeitens.
