Reconciling Science and Religion provides a comprehensive survey of the interplay between British science and religion from the late nineteenth century to World War II. Peter J. Bowler argues that unlike the United States, where a strong fundamentalist opposition to evolutionism developed in the 1920s (most famously expressed in the Scopes "monkey trial" of 1925), in Britain there was a concerted effort to reconcile science and religion. Intellectually conservative scientists championed the reconciliation and were supported by liberal theologians in the Free Churches and the Church of England, especially the Anglican "Modernists." Popular writers such as Julian Huxley and George Bernard Shaw sought to create a non-Christian religion similar in some respects to the Modernist position. Younger scientists and secularists—including Rationalists such as H. G. Wells and the Marxists—tended to oppose these efforts, as did conservative Christians, who saw the liberal position as a betrayal of the true spirit of their religion. With the increased social tensions of the 1930s, as the churches moved toward a neo-orthodoxy unfriendly to natural theology and biologists adopted the "Modern Synthesis" of genetics and evolutionary theory, the proposed reconciliation fell apart. Because the tensions between science and religion—and efforts at reconciling the two—are still very much with us today, Bowler's book will be important for everyone interested in these issues.

The Limits Of Electoral Reform (Comparative Politics)

Institutions 'matter' to electoral reform advocates and political scientists - both argue that variation in electoral institutions affect how elected officials and citizens behave. Change the rules, and citizen engagement with politics can be renewed. Yet a look at the record of electoral reform reveals a string of disappointments. This book examines a variety of reforms, including campaign finance, direct democracy, legislative term limits, and changes to the electoral system itself. This study finds electoral reforms have limited, and in many cases, no effects. Despite reform advocates' claims, and contrary to the 'institutions matter' literature, findings here suggest there are hard limits to effects of electoral reform. The explanations for this are threefold. The first is political. Reformers exaggerate claims about transformative effects of new electoral rules, yet their goal may simply be to maximize their partisan advantage. The second is empirical. Cross-sectional comparative research demonstrates that variation in electoral institutions corresponds with different patterns of political attitudes and behaviour. But this method cannot assess what happens when rules are changed. Using examples from the US, UK, New Zealand, Australia, and elsewhere this book examines attitudes and behaviour across time where rules were changed. Results do not match expectations from the institutional literature. Third is a point of logic. There is an inflated sense of the effects of institutions generally, and of electoral institutions in particular. Given the larger social and economic forces at play, it is unrealistic to expect that changes in electoral arrangements will have substantial effects on political engagement or on how people view politics and politicians. Institutional reform is an almost constant part of the political agenda in democratic societies. Someone, somewhere, always has a proposal not just to change the workings of the system but to reform it. The book is about how and why such reforms disappoint. Duverger's Law of Plurality Voting: The Logic of Party Competition in Canada, India, the United Kingdom and the United States (Studies in Public Choice #13)

Maurice Duverger is arguably the most distinguished French political scientist of the last century, but his major impact has, strangely enough, been largely in the English-speaking world. His book, Political Parties, first translated into English in 1954, has been very influential in both the party politics literature (which continues to make use of his typology of party organization) and in the electoral systems literature. His chief contributions there deal with what have come to be called in his honor Duverger’s Law and Duverger’s Hypothesis. The first argues that countries with plurality-based electoral methods will tend to become two-party systems; the second argues that countries using proportional representation (PR) methods will tend to become multi-party systems. Duverger also identifies specific mechanisms that will produce these effects, conventionally referred to as “mechanical effects”, and “psychological effects”. However, while Duverger’s Hypothesis concerning the link between PR and multipartism is now widely accepted; the empirical evidence that plurality voting results in two-party systems is remarkably weak—with the U.S. the most notable exception. The chapters in this volume consider national-level evidence for the operation of Duverger’s law in the world’s largest, longest-lived and most successful democracies of Britain, Canada, India and the United States. One set of papers involves looking at the overall evidence for Duverger’s Law in these countries; the other set deals with evidence for the mechanical and incentive effects predicted by Duverger. The result is an incisive analysis of electoral and party dynamics.

J.G. Fichte and the Atheism Dispute (1798–1800)

The atheism dispute is one of the most important philosophical controversies of late eighteenth and early nineteenth century Germany. Johann Gottlieb Fichte, one of the leading philosophers of the period, was accused of atheism after publishing his essay 'On the Ground of Our Belief in a Divine World-Governance', which he had written in response to Karl Friedrich Forberg's essay 'Development of the Concept of Religion'. Fichte argued that recognition of the moral law includes affirmation of a 'moral world order', which he identified with God. Critics charged both Forberg and Fichte with atheism, thereby prompting Fichte to launch a public campaign of defense that included his threat to resign his position at the University of Jena if he were subjected to any government reprimand. Fichte was forced to make good this threat when his work was censured. The dispute eventually died down but it influenced many other thinkers for years to come. J. G. Fichte: The Atheism Dispute (1798-1800) is the first English commentary devoted solely to the atheism dispute as well as the first English translation of collected writings from the Atheism Dispute. This book brings together many major essays and documents relating to this dispute. These include the anonymous polemic 'A Father's Letter to his Student Son about Fichte's and Forberg's Atheism', Fichte's essays 'Appeal to the Public' and 'Juridical Defense', and numerous documents from the University of Jena and the ducal courts of Dresden, Weimar, and Gotha. Most of the texts are translated from German into English for the first time, and all are accompanied by full commentaries and detailed notes. The atheism dispute is one of the most important philosophical controversies of late eighteenth and early nineteenth century Germany. Johann Gottlieb Fichte, one of the leading philosophers of the period, was accused of atheism after publishing his essay 'On the Ground of Our Belief in a Divine World-Governance', which he had written in response to Karl Friedrich Forberg's essay 'Development of the Concept of Religion'. Fichte argued that recognition of the moral law includes affirmation of a 'moral world order', which he identified with God. Critics charged both Forberg and Fichte with atheism, thereby prompting Fichte to launch a public campaign of defense that included his threat to resign his position at the University of Jena if he were subjected to any government reprimand. Fichte was forced to make good this threat when his work was censured. The dispute eventually died down but it influenced many other thinkers for years to come. J. G. This book assesses the rapid transformation of the political agency of religious groups within transnational civil society under the conditions of globalization that have weakened the sovereign nation-state. It offers a comprehensive synthesis of the parallel resurgences of Jasper’s axial thesis from the distinct lines of research initiated by Eisenstadt, Habermas, Taylor, Bellah, and others. It explores the concept of cosmoipolitanism from the combined perspectives of sociology of religion, critical theory, secularization theory, and evolutionary cultural anthropology. At the theoretical level, cosmoipolitanism prescribes how local, national, transnational, global, and virtual spaces ought publically to engage in transcivilizational discourse without presuming secular assumptions tied to cosmopolitanism.
