Increasing demands on coastal resources driven by human habitation, food security, recreation and transportation accelerate the exploitation of the coastal landscape and water bodies. Many coastal areas and human activities are subject to increasing risks from natural and man-induced hazards such as flooding resulting from major changes in hydrology of river systems that has reached a global scale. Changes in the hydrological cycle coupled with changes in land and water management alter fluxes of materials transmitted from river catchments to the coastal zone, which have a major effect on coastal ecosystems. The increasing complexity of underlying processes and forcing functions that drive changes on coastal systems are witnessed at a multiplicity of temporal and spatial scales.

A traditional sociologist or political scientist may find the choise of videotex as the object of this cross-national comparison surprising. Indeed, contemporary Sociology and Political Science have shied away from the studies of technology. Consequently, until recently they have not contributed much to the understanding of technological change, leaving this field of study to geographers and historians. The very best among such studies reveal, however, that the evolution of technology is a social construction and that the development and deployment of technical systems are intermeshed with social, economic and political relations (Hughes 1982). These studies show that technologies are often the result of the interaction between a number of social groups and actors (e. g. business, the state, etc. ) as well as of social struggles revolving around the impact of such collaboration on the third parties. Once revealed, these complex interdependencies and processes are a compelling justification for the recent focus of sociologists and political scientists on technology and complex technical systems (Bijker et al. 1987, Burns and Flam 1987: 292-365; Mayntz and Hughes 1988). The aim of these as well as the present study is to uncover these webs and processes in order to contribute to the general understanding of technological change from a societal perspective. It is also to show that these processes are non-deterministic, interactive, and open-ended.

Drawing upon case studies from a number of European cities that have undergone far-reaching change in their organization and built environments the author shows that supposedly unadaptable people and places show a strong, if often hidden, degree of flexibility and social resilience in responding to economic change and building transformation. The result is a work that offers both a far richer articulation of the key concepts of social resilience and flexibility than has hitherto been available and makes a key contribution to ensuring greater success in our attempts to attain a low carbon sustainable future.

The Protection of Fundamental Rights in OLAF Composite Enforcement Procedures
by Koen Bovend'EerdtThis book focuses on OLAF, the European Union’s anti-fraud office, and examines the role of and challenges concerning fundamental rights in OLAF’s composite enforcement procedure. The mission of OLAF (Office Européen de Lutte Antifraude) is to fight fraud, corruption and any other illegal activities that affect the financial interests of the European Union. To this end, OLAF carries out administrative investigations, in which it gathers evidence itself, and coordination cases, in which it coordinates the Member States’ investigations. OLAF’s investigation and coordination efforts are conceived of as mere derivatives of other more traditional forms of law enforcement cooperation in which authorities enter into obligations to cooperate with one another, but in which each acts to fulfill these obligations within its own separately identifiable legal order and on the basis of its own law. This system, in its most conventional form, is founded on the notion of territorial sovereignty. If we extend the logic of this approach from enforcement (the ‘sword’) to fundamental rights (the ‘shield’), issues in relation to the latter – and the accompanying responsibility to prevent and/or remedy them – can arise only in individual (sovereign) legal orders. The way in which we view OLAF, as an evolved cognate of traditional forms of law enforcement cooperation, therefore directly dictates which fundamental rights issues enter into the equation, and in which manner.This book proposes an innovative way of looking at OLAF, which we refer to as ‘composite enforcement procedures.’ In this type of procedure, responsibilities for the entirety of enforcement are attributed to inextricably interlinked European Union and Member State legal orders. If we observe OLAF through this new lens, fundamental rights issues that would otherwise go unnoticed come to the forefront. These are issues that arise not in individual legal orders, but rather between or among the European Union and the Member States. This book addresses these fundamental rights challenges and makes concrete recommendations on how they can be addressed and resolved.
