Unions Central Banks And Emu C: Labour Market Institutions And Monetary Integration In Europe

This book examines the crisis of EMU through the lenses of comparative political economy. It retraces the development of wage-setting systems in the core and peripheral EMU member states, and how these contributed to the increasing divergence between creditor and debtor states in the late 2000s. Starting with the construction of the Deutschmark bloc, through the Maastricht process of the 1990s, and into the first decade of EMU, this book analyzes how labour unions and wage determination systems adjusted in response to monetary integration and, in turn, influenced the shape that monetary union would eventually take. Before the introduction of the Euro, labour unions were disciplined by central banks and governments, after social conflict in the north of the continent and with the use of social pacts in the others. Since controlling inflation had become the main goal of macro-economic policy, national central banks acted as a backstop to keep militant unions and profligate governments under control. Public sector wages thus were subordinated to manufacturing wages, a set-up policed by export sector unions, aided by the central bank. With the introduction of the single currency, the European Central Bank replaced the national central banks and, as a result, their capacity to control labour unions disappeared. The strong links between wages in the public sector unions and wages in the manufacturing export sector weakened dramatically in many countries, wage inflation re-emerged, and the stage was set for the current account divergences at the basis of the crisis of EMU.

Labor continues to play a vital role in mobilizing urban residents, shaping urban conflict, and crafting the policies and regulations that are transforming our urban spaces. As unions become more involved in the daily life of the city, they find themselves confronting the familiar dilemma of how to fold union priorities into broader campaigns that address nonunion workers and the lives of union members beyond the workplace. If we are right to believe that the future of the labor movement is an urban one, union activists and staffers, urban policymakers, elected officials, and members of the public alike will require a fuller understanding of what impels unions to become involved in urban policy issues, what dilemmas structure the choices unions make, and what impact unions have on the lives of urban residents, beyond their members.Unions and the City serves as a road map toward both a stronger labor movement and a socially just urbanism. The book presents the findings of a collaborative project in which a team of labor researchers and labor geographers based in New York City and Toronto investigated how and why labor unions were becoming more involved in urban regulation and urban planning. The contributors assess the effectiveness of this involvement in terms of labor goals—such as protecting employment levels, retaining bargaining relationships with employers, and organizing new workforces—as well as broader social consequences of union strategies, such as expanding access to public services, improving employment equity, and making neighborhoods more affordable. Due to the sharp declines in trade union density and collective bargaining coverage post-1979, the shift by trade unions towards political action has had significant implications for employment relations regulation in contemporary Britain. Yet, there remains insufficient discussion of the factors of influence affecting changes in the political action process from a historical and contemporary perspective. Unions and Employment in a Market Economy will evidence how trade unions were able to offset environmental constraints through a progressive focus on political action, despite diminished power in the Labour Party’s structures and the wider economy. The book presents four legislative events categorised as functional equivalents enacted in two different periods of Labour governance (1974-79 and 1997-2010). The selected events are the Social Contract (1974-79), National Minimum Wage (1998), Employment Relations Act (1999) and the Warwick Agreement (2004). The book’s findings lend credence to the proposition that in a liberal market economy there is a valuable dividend associated with trade union political exchange through the Labour Party.

In Union Voices, the result of a thirteen-year research project, three industrial relations scholars evaluate how labor unions fared in the political and institutional context created by Great Britain’s New Labour government, which was in power from 1997 to 2010. Drawing on extensive empirical evidence, Melanie Simms, Jane Holgate, and Edmund Heery present a multilevel analysis of what organizing means in the UK, how it emerged, and what its impact has been. Although the supportive legislation of the New Labour government led to considerable optimism in the late 1990s about the prospects for renewal, Simms, Holgate, and Heery argue that despite considerable evidence of investment, new practices, and innovation, UK unions have largely failed to see any significant change in their membership and influence. The authors argue that this is because of the wider context within which organizing activity takes place and also reflects the fundamental tensions within these initiatives. Even without evidence of any significant growth in labor influence across UK society more broadly, organizing campaigns have given many of the participants an opportunity to grow and flourish. The book presents their experiences and uses them to show how their personal commitment to organizing and trade unionism can sometimes be undermined by the tensions and tactics used during campaigns.
