The Politics of Muslim Intellectual Discourse in the West: The Emergence of a Western-Islamic Public Sphere

It centres on the simultaneous search for the possibility of both a reformation of Islamic fundamentalism and a transformation of the exclusionary limitations of western public institutions. With roots in original research in the fields of comparative religion and cultural studies, and drawing on sources in English, French, and Arabic, the author introduces and elaborates the concept of "Western-Islamic public sphere". This concept defines what is at stake in the formative play of public representations where traditionalist foundations and modernist adaptations meet, clash, and produce discourse around their common disequilibrium. The Western-Islamic public sphere (which is secular but not secularist and which is Islamic but not Islamist), within which a critical Islamic intellectual universe can unfold, deals hermeneutically with texts and politically with lived practices. It emerges from within the arc of two alternative, conflicting, yet equally dismissive suspicions defined by a view that critical Islam is the new imperial rhetoric of hegemonic orientalism and the opposite view that critical Islam is just fundamentalism camouflaged in liberal rhetoric. This innovative and original scholarly apparatus offers a third view -- one that arises in its practice from ethical commitment to intellectual engagement, creativity, and imagination as a portal to the open horizons of conflictual history.
The Politics of Police Detention in Japan: Consensus of Convenience (Clarendon Studies in Criminology)
by Silvia CroydonFilling a huge vacuum of scholarship on the Japanese criminal justice system, The Politics of Police Detention in Japan: Consensus of Convenience shines a spotlight on the remand procedure for criminal suspects in Japan, where the 23-day duration for which individuals can be held in police custody prior to being indicted is the longest amongst developed nations, with the majority of countries stipulating 4 days or less. Moreover, in practice, the average length of suspect detention in police cells is even longer due to multiple charges being imposed, and there is very little use of detention facilities independent of the investigation, with only 2% of suspects held in this way. Despite detention of this kind leading to criticism of Japan as a hotbed of false convictions, there has never been a systematic study of this divergent measure or its history. The Politics of Police Detention in Japan addresses this omission, first, by drawing on Japanese history-of-law scholarship to identify the origins of the modern day practice, tracing the source of legitimacy for the continuous remand of suspects with the police back to the Meiji era. There is further historical analysis addressing the post-war occupation of Japan under Allied forces through to the development of the National Police Agency, as each stage further undermines Japanese criminal procedure and limits reform. Secondly, the author conducts a political analysis of the mechanisms through which it is sustained, featuring extensive interviews with key players, including several Justice Ministers and other politicians, Ministry of Justice and Police officials, judges, prosecutors, lawyers, and NGO representatives. As the first in-depth empirical investigation of Japan's police detention arrangements, this important and engrossing book highlights how a state sets the boundary between the liberty of individuals and the security of the community - a dichotomy that is far from unique to police detention.

Under this hegemonic paradigm of development the world tends to get divided into simplistic binary oppositions between the ‘West’ and the ‘rest’, ‘us’ and ‘them’ and ‘self’ and ‘other’. Proposing to shift the discussion on what constitutes the ‘Other’ as opposed to the ‘Self’ from philosophy and cultural studies to the social sciences, this book explores how the structural asymmetries existing between Western discourses and the realities of the non-Western world manifest themselves in the ideas, institutions and socio-political practices of India and China, and in how far they shape the social scientist’s understanding of their discipline in general. It provides a counter-narrative by revealing the relativity of geographies, and by showing that the conventional presentation of core elements of the Asian socio-political set-up as ‘aberrations’ from the Western models fails to acknowledge their inherent strategic character of adapting Western concepts to meet local requirements. Drawing on multiple disciplines, concepts and contexts in India and China, the book makes a valuable contribution to the theory and practice of politics, as well as to International and Asian Studies.

Politics of Water Conservation: Delivering Development in Rural Rajasthan, India
by Saurabh GuptaThis book examines the politics of rural development with special reference to watershed development interventions in the desert province of Rajasthan in India. Watershed development (and rainwater harvesting) is one of the most significant rural development interventions in rainfed areas of India since the early 1990s. A range of developmental actors including the state watershed department, international donors, NGOs and grassroots organisations are involved in sponsoring watershed development projects. Using multi-sited ethnography and conversational interviews with the deliverers as well as recipients of development, the book compares and contrasts the watershed interventions of the state and two different kinds of NGOs in Rajasthan. While conventional studies on watershed development have focused on the evaluation of ‘success’ or ‘failure’ of particular projects, whether implemented by the state or NGOs, the book moves beyond this narrow analytical gaze to look at the roles, agendas and interests of multiple development agencies, often partnering together and sometimes competing with each other as part of, what the author calls, the ‘watershed development regime’.Taking cue from watershed development and water conservation projects over the last two decades, the book engages with the larger question of ‘how’ of delivering development. It examines the complex processes of cooperation, competition, negotiations, contestations and conflicts between different stakeholders, including the agents of development and differently positioned rural social groups in the context of Rajasthan. The book demonstrates that the recent interventions in watershed development and rainwater harvesting have considerably shaped the politics of development in Rajasthan in a number of ways: by becoming a site for the remaking of the ‘state’ and its internal relations, by disturbing the local hegemony in the countryside, by creating new relations of patronage between diverse agents and recipients of development, by increasing the associational capacity as well as creating new conflicts (intra and inter village) and by initiating competition and cooperation between the various agents of development over control of local resources and power.

Poor States, Power and the Politics of IMF Reform: Drivers of Change in the Post- Washington Consensus (International Political Economy Series)

In response to the crises in 1999 and 2008, the author maintains, poverty and inequality now 'matter' in IMF thinking and serve as an opportunity for policy insiders and external actors to deepen the institution's new commitment to 'inclusive' growth. Finally, Hibben draws on neo-Gramscian analysis to highlight how the IMF looked to soften the destabilizing effects of globalization through reforms focused on stakeholder participation in poor states and will continue to do so in its support of the new United Nation Sustainable Development Goals. This means that the 2015-2030 time period will be a critical juncture for IMF LIDC reform.
