by Max SpoorThe book examines in depth the problematic effects of state intervention in agricultural markets of developing countries against the background of the current transition of interventionism to neo-liberalism. The fascinating case of Nicaragua is explored, focusing on the 1979-1990 interventionist period under Sandinista rule, followed by an analysis of the post-1990 laissez-faire UNO-period. The limits of state intervention are shown by analysing in detail the unintended effects of certain policies such as those on land reform, price, credit and technology. Finally, the book draws comparisons between the Nicaraguan case (in which two transitions took place in a relatively short time-span) and the recent dramatic transformations of Eastern Europe. It provides arguments for a different role for the state in this process, which is directed to market development, rather than the current withdrawal.

Jedoch ist es nicht so sehr die Maschine allein, die den Fortschritt vorantreibt, sondern mehr noch ihre zweckvolle Einbindung in die gesamte technische Anlage. Der Kunde fragt daher weniger nach den Einzelkomponenten, ihn interessiert vielmehr, ob die Gesamtfunktion des technischen Prozesses erfüllt wird. Dies wird erst durch entsprechende Einrichtungen der Steuerungs- und Regelungstechnik gewährleistet. Die Steuerung gehört daher heute notwendigerweise zum Lieferumfang einer Anlage hinzu. Konzeption und Aufbau von Steuerungen sind durch die Weiterentwicklung der speicherprogrammierbaren Systeme, durch den Einsatz des Computers und die Einführung genormter Feldbusse übersichtlicher und anwenderfreundlicher geworden. Immer weniger kommt der Schraubenschlüssel oder der Lötkolben zum Einsatz, immer mehr geht es um die richtige Auswahl von System-Bausteinen und ihre passende Verknüpfung durch Software-Elemente. Der Maschinenbauer muss daher die Grundlagen der modernen Steuerungstechnik beherrschen und er muss in der Lage sein, die Sprache der Spezialisten dieser Disziplin zu verstehen. Das Buch will Studenten und Ingenieure des Maschinenbaus in die Welt der Steuerungstechnik einführen und ihnen den Umgang mit den modernen digitalen Entwicklungen erleichtern.
