Die Mindestreservepolitik einer Zentralbank gehört neben der Offenmarkt- und Diskontpolitik heute zu den einfachsten, tradi­ tionellen Instrumenten der Geldpolitik. Sie erscheint in ihrer theoretischen und institutionellen Ausgestaltung in jedem kon­ ventionellen wie auch in jedem modernen Einführungslehrbuch der Geldtheorie. Dabei hat es sich eingebürgert, ihre theoretischen Wirkungen, die ursprünglich allein auf das Zahlungsmittel Geld abstellen, auch auf andere, also nicht Zahlungsmittel darstellende "Geldarten" zu beziehen. Dies führte zu einem fundamentalen Denkfehler, dessen man sich in Theorie und Praxis bisher noch kaum bewußt wurde: Indem zum Beispiel Termin- und Spareinlagen als Geld bezeichnet und deshalb automatisch die Wirkungen der Mindestreservepolitik auch auf dieses "Geld" übertragen wurden, konnte man schon nicht mehr über deren eventuelle, anders ge­ lagerte Wirkungen reflektieren. Man bewegte und bewegt sich in bekanntem Fahrwasser, ohne zu bemerken, daß man sich auf dem falschen Dampfer befindet! Dies hat weiterreichende Konsequenzen. Die Mindestreserve­ konzeption als theoretisches Gedankengerüst bezieht heute nicht nur Spar- und Termineinlagen als Teilmengen von Geld in ihren Einflußbereich ein, sondern neuerdings auch bestimmte Inhaber­ schuldverschreibungen von Kreditinstituten und ebenso bestimmte Einlagen bei· Finanzintermediären, obgleich diese gar kein Geld in Form von Zahlungsmitteln schöpfen können; sogar die Fremd­ währungseinlagen bei Banken werden in die Mindestreserve­ konzeption einbezogen und damit der Mindestreservepolitik unterworfen. Der fundamentale Mangel an diesem konzeptionellen Vorgehen wird jedoch dann offenbar, wenn nach den Wirkungen 5 einer solchen Mindestreservepolitik auf die Zahlungsmittelmenge, die allein Umsätze in einer Volkswirtschaft bewirkt, gefragt wird.
