Anthropogenic Rivers: The Production of Uncertainty in Lao Hydropower (Expertise: Cultures and Technologies of Knowledge)

In the 2000s, Laos was treated as a model country for the efficacy of privatized, "sustainable" hydropower projects as viable options for World Bank-led development. By viewing hydropower as a process that creates ecologically uncertain environments, Jerome Whitington reveals how new forms of managerial care have emerged in the context of a privatized dam project successfully targeted by transnational activists. Based on ethnographic work inside the hydropower company, as well as with Laotians affected by the dam, he investigates how managers, technicians and consultants grapple with unfamiliar environmental obligations through new infrastructural configurations, locally-inscribed ethical practices, and forms of flexible experimentation informed by American management theory.Far from the authoritative expertise that characterized classical modernist hydropower, sustainable development in Laos has been characterized by a shift from the risk politics of the 1990s to an ontological politics in which the institutional conditions of infrastructure investment are pervasively undermined by sophisticated ‘hactivism.’ Whitington demonstrates how late industrial environments are infused with uncertainty inherent in the anthropogenic ecologies themselves. Whereas ‘anthropogenic’ usually describes human-induced environmental change, it can also show how new capacities for being human are generated when people live in ecologies shot through with uncertainty. Implementing what Foucault called a "historical ontology of ourselves," Anthropogenic Rivers formulates a new materialist critique of the dirty ecologies of late industrialism by pinpointing the opportunistic, ambitious and speculative ontology of capitalist natures.

The Anthropological Paradox: Niches, Micro-worlds and Psychic Dissociation (Law and Politics)

This book addresses how the erosion of traditional forms of political association and legal regulation has given rise to a pluralism of "imperfect communities" constantly exposed to the risk of dissolution. These are niches and micro-worlds that are connected through precarious and ambivalent ties. Such a far-reaching transformation affects at one and the same time both our psychic and social identity. The book argues that this phenomenon is linked to the proliferation of new forms of psychic "disorder" – depression, personality disorder, dissociation – typical of hypermodern societies. However, while these can easily turn into genuine disorders, they can also open onto richer forms of identity, more complex than those of the past. Based on this analysis, the book’s main claim is that this dynamic epitomizes a general anthropological paradox – one that has always marked the human animal: humans are bound by their own biological constitution to fend off disorder by drawing the boundaries of artificial niches, and yet they are inclined to expose themselves to unlimited contingency so that they can find a truly suitable environment. Pursuing a novel understanding of the apparent collapse of traditional juridico-political settings, this book makes the case that the emergence of dissociations at several levels – individual, social, political, legal – does not stem from a lack of political imagination. Rather, it is a situation with which humans are inevitably confronted: a perennial tension between the limited and the unlimited, between the desire to take refuge and the desire to cross borders.

He was also an imperialist, who was convinced of the rightness of 'civilising' British rule and its benefits for both India and Britain, and one of this book's objectives is to render his simultaneous commitment to anthropology and imperialism intelligible to present-day readers. More specifically, Anthropologist and Imperialist: H. H. Risley and British India, 1873–1911 documents the two sides of Risley’s career, which is used as a case-study to investigate, first, the production and circulation of colonial knowledge, specifically anthropological knowledge, and secondly, its often loose and inconsistent connection with administration and policymaking, and with the government and state overall. Risley, like other officials engaged in anthropology in India, as well as the government itself, insisted that ethnography and anthropology had both ‘administrative’ and ‘scientific’ value; unlike previous works on Indian colonial anthropology, this book carefully examines its ‘scientific’ contributions in relation to contemporary metropolitan anthropology. It does not attempt to reinvent ‘greatman’ political or intellectual history, but does demonstrate the importance of studying the powerful officials who ruled British India, as well as the minor provincial politicians and subaltern subjects – or the abstract forces, such as colonialism and resistance – that have dominated recent historical scholarship. This books examines the history of Belgian physical anthropology in the long nineteenth century and discusses how the notion of ‘race’ structured Belgian pasts and presents as well as relations between metropole and empire. In a context of competing European nationalisms, Belgian anthropologists mainly used physical characters, like skull form and the color of hair and eyes, to delimitate ‘races’, which were believed to be permanent and existent. Their belief in a supposed racial superiority was however above all telling about their own origins and physical characters. Although it is often assumed that these ideas were subsequently transferred to the colony, the case of Belgian colonization in Congo shows that colonial administrators, at least in theory, were reluctant to use the idea of permanent ‘races’ because they needed the possibility of ‘evolution’ to legitimize their actions as part of a ‘civilizing mission’. In reality, however, colonization was based on military occupation and economic exploitation, with devastating effects. This book analyzes how, in this violent context, widespread racial prejudices in fact dehumanized Congolese. This not only allowed colonizers to act inhuman but also reduced Congolese, or their body parts, to objects that could be measured, photographed, casted, and ‘collected’.
