Privatizing Water: Governance Failure and the World's Urban Water Crisis

Water supply privatization was emblematic of the neoliberal turn in development policy in the 1990s. Proponents argued that the private sector could provide better services at lower costs than governments; opponents questioned the risks involved in delegating control over a life-sustaining resource to for-profit companies. Private-sector activity was most concentrated—and contested—in large cities in developing countries, where the widespread lack of access to networked water supplies was characterized as a global crisis.In Privatizing Water, Karen Bakker focuses on three questions: Why did privatization emerge as a preferred alternative for managing urban water supply? Can privatization fulfill its proponents' expectations, particularly with respect to water supply to the urban poor? Die Revolution, welche durch die Erkenntnisse der modernen Physik herbeigeführt wurde und im Abwurf der ersten Atom­ bombe ihren überwältigenden Ausdruck fand, greift auf das ge­ samte Leben der Menschen über. Daß auch das Recht entschei­ dend beeinflußt wird, ist demnach einleuchtend. In der vorliegenden Broschüre wird nun eine große Anzahl der vielfältigen juristischen Probleme, welche die Anwendung der Atom­ energie mit sich bringt, dargestellt. Dabei wird ein doppeltes Ziel verfolgt. Da in Österreich noch kein Atomgesetz besteht, werden zunächst die Fragen des nationalen Rechtes erörtert, welche einer gesetzlichen Regelung bedürfen, und größtenteils sehr ins einzelne gehende Vorschläge gemacht. Im Vergleich mit ausländischen Ge­ setzen oder vorbereitenden legislativen Maßnahmen gelangt eine Reihe neuer Gesichtspunkte zur Erörterung, und zwar sowohl auf dem Gebiete des materiellen Rechtes als auch auf dem des Ver­ fahrensrechtes. Über den Bereich des Österreichischen Rechtes hin­ aus gelten viele dieser Überlegungen in gleicher Weise auch für das Recht anderer Länder. Des weiteren werden diese konkreten Vorschläge in einen allge­ meinen Rahmen gestellt, weil der umfassende Fragenkomplex nur so richtig verständlich ist. Problems, Philosophy and Politics of Climate Science (Springer Climate)

This book is a critical appraisal of the status of the so-called Climate Sciences (CS). These are contributed by many other basic sciences like physics, geology, chemistry and as such employ theoretical and experimental methods. In the last few decades most of the CS have been identified with the global warming problem and numerical models have been used as the main tool for their investigations. The produced predictions can only be partially tested against experimental data and may represent one of the reasons CS are drifting away from the route of the scientific method. On the other hand the study of climate faces many other interesting and mostly unsolved problems (think about ice ages) whose solution could clarify how the climatic system works. As for the global warming, while its existence is largely proved, scientifically it can be solved only with a large experimental effort carried out for a few decades. Problems can arise when not proved hypotheses are adopted as the basis for public policy without the recognition that they may be on shaky ground. The strong interactions of the Global Warming (GW) with the society create another huge problem of political nature for the CS. The book argues that the knowledge gained so far on the specific GW problem is enough for the relevant political decisions to be taken and that Climate Science should resume the study of the climate system with appropriate means and methods. The book introduces the most relevant concepts needed for the discussion in the text or in appropriate appendices and it is directed to the general public with upper undergraduate background. Each chapter closes with a debate between a climate scientist and a humanist to reflect the discussions between climate science and philosophy or climate scientists and society.

Procedural Justice in the United Nations Framework Convention on Climate Change: Negotiating Fairness

This book considers what is needed for fairness in the decisions of the UNFCCC. It analyses several principles of procedural fairness in order to develop practical policy measures for fair decision-making in the UNFCCC. This includes measures that determine who should have a right to participate in its decisions, how these decisions should take place and what level of equality should exist between these actors. In doing so, it proposes that procedural fairness is a fundamental feature of a multilateral response to address climate change. By showing that procedural fairness is most likely to be achieved through the inclusive process of the UNFCCC, it also shows that global efforts to address climate change should continue in this forum.

The Fourth Global Summit of Research Institutes for Disaster Risk Reduction (4th GSRIDRR, 2019): Increasing the Effectiveness and Relevance of our Institutes, sponsored by the Global Alliance of Disaster Research Institutes (GADRI) and Kyoto University, was hosted by and held at the Disaster Prevention Research Institute (DPRI), Kyoto University, Uji Campus, Kyoto, Japan, 13–15 March 2019..The Global Summit series provided a platform for researchers, practitioners, policy makers, and other stakeholders in both government and non-governmental institutes involved in disaster risk reduction and resilience to come together to discuss, share, and exchange ideas. It focuses specifically on contributing input to the contextualization and revision of the goals of the 2016 Science and Technology Roadmap to implementation of the Priority Areas of the Sendai Framework for Disaster Risk Reduction Agenda 2015–2030, with input for GADRI to move forward in its contributions to the worldwide science community. The conference comprised an impressive array of global stakeholders whose expertise and experience encompassed the management of knowledge and its application for governments and industries, with shared outcomes to bridge science and decision making. It enhanced a process to confront new scientific challenges in disaster risk reduction and disaster risk management.The conference accomplished the following major goals, among others: (1) engagement in dialogue on issues related to disaster prevention and contributions to the Science and Technology Roadmap adopted to support the implementation of the Sendai Framework Agenda 2015–2030; (2) evaluation of current efforts on global and national involvement in the field of disaster prevention research in relation to the implementation of the Priority Areas of the Sendai Framework for Disaster Risk Reduction 2015–2030; (3) assessment of the status of current research knowledge and efforts, and research results at the institutional level in each country.

This book presents short papers of participants of the 9th International Scientific Conference-School for Young Scientists «Physical and Mathematical Modeling of Earth and Environment Processes. A special focus is given to the extraction of hydrocarbon resources, including from unconventional sources. An alternative to the use of hydrocarbons as a main source of energy on the Planet in the coming decades is unlikely to be found. At the same time, the resource base of hydrocarbons is quickly depleted, in particularly, large and accessible oil and gas fields. The shale oil and gas, Arctic hydrocarbon stocks, gas hydrates, coal bed methane, oil and gas from deep horizons can become new sources. "Deep oil" may be the most promising source of expanding the resource base of hydrocarbons according to many experts. New technologies are required to their development. Efficient low-cost technologies can be created on the basis of geomechanical approach, i.e., through the use of a huge elastic energy stored in the rock massif due to rock pressure. The creation of new breakthrough approaches to the development of hydrocarbon fields is very important in today's geopolitical conditions and requires the involvement of young minds and strength. International activities, including the youth scientific schools, can become an effective tool for exchange of information and the organizing of interdisciplinary research of processes in geo-environment. The book presents the new results of the experimental and theoretical modeling of deformation, fracture, and filtration processes in the rocks in connection to issues of creating scientific fundamentals for new hydrocarbon production technologies. The investigations of the dependence of well stability and permeability of rocks on the stress-strain state in conditions of deep horizons and high rock pressure are also represented.
