Welfare offices usually attract negative descriptions of bureaucracy with their queues, routines, and impersonal nature. Are they anonymous machines or the locus of neutral service relationships? Showing how people experience state public administration, The Bureaucrat and the Poor provides a realistic view of French welfare policies, institutions and reforms and, in doing so, dispels both of these myths. Combining Lipsky's street-level bureaucracy theory with the sociology of Bourdieu and Goffman, this research analyses face-to-face encounters and demonstrates the complex relationship between welfare agents, torn between their institutional role and their personal feelings, and welfare applicants, required to translate their personal experience into bureaucratic categories. Placing these interactions within the broader context of social structures and class, race and gender, the author unveils both the social determinations of these interpersonal relationships and their social functions. Increasing numbers of welfare applicants, coupled with mass unemployment, family transformations and the so-called 'integration problem' of migrants into French society deeply affect these encounters. Staff manage tense situations with no additional resources - some become personally involved, while others stick to their bureaucratic role; most of them alternate between involvement and detachment, assistance and domination. Welfare offices have become a place for 're-socialisation', where people can talk about their personal problems and ask for advice. Bureaucratic Intimacies: Translating Human Rights in Turkey (Stanford Studies in Middle Eastern and Islamic Societies and Cultures)

Human rights are politically fraught in Turkey, provoking suspicion and scrutiny among government workers for their anti-establishment left-wing connotations. Nevertheless, with eyes worldwide trained on Turkish politics, and with accession to the European Union underway, Turkey's human rights record remains a key indicator of its governmental legitimacy. Bureaucratic Intimacies shows how government workers encounter human rights rhetoric through training programs and articulates the perils and promises of these encounters for the subjects and objects of Turkish governance. Drawing on years of participant observation in programs for police officers, judges and prosecutors, healthcare workers, and prison personnel, Elif M. Babül argues that the accession process does not always advance human rights. In casting rights as requirements for expertise and professionalism, training programs strip human rights of their radical valences, disassociating them from their political meanings within grassroots movements. Translation of human rights into a tool of good governance leads to competing understandings of what human rights should do, not necessarily to liberal, transparent, and accountable governmental practices. And even as translation renders human rights relevant for the everyday practices of government workers, it ultimately comes at a cost to the politics of human rights in Turkey.

A description of the jobs in a labor force, an "occupational" description of it, is an abstraction for describing the flow of concrete work that goes through one or more employing organizations; the flow of work proba­ bly changes at a higher speed than the system for abstracting a descrip­ tion of its occupations and jobs. A career system is an abstraction for describing the flow of workers through a system of occupations or jobs, and thus is doubly removed from the flow of work. The federal civil service, however, ties many of the incentives and much of the authority to the flow of work through the abstractions of its career system, and still more of them through its system of job descriptions. The same dependence of the connection between reward and performance on abstractions about jobs and careers characterizes most white-collar work in large organizations. The system of abstractions from the flow of work of the federal civil service, described here by Thomas A. DiPrete, is an institution, a set of valued social practices created in a long and complex historical process. The system is widely imitated, especially in American state and local governments, but also in the white-collar parts of many large private corporations and nonprofit organizations and to some degree by gov­ ernments abroad. DiPrete has done us a great service in studying the historical origins of this system of abstractions, especially of the career abstractions.

This study of executive-branch decision making explores the conflict between the diplomatic and developmental mandates of U.S. foreign-aid programs on two levels. First, a given amount of programming funded for a country must be divided among various activities, some of which are directed toward long-term development while others encourage short-term diplomatic cooperation with U.S. initiatives. Second, individual federal agencies favor certain types of aid and are engaged in a constant struggle to preserve and expand their favored programs at the expense of others. Dr. Rossiter examines this conflict in a case study of the State Department's use of foreign-aid programs to induce the "frontline" states of southern Africa to cooperate with President Carter's initiative to resolve the civil war in Rhodesia/Zimbabwe. According to Dr. Rossiter, the Agency for International Development (AID) lost control over foreign aid in the region to the State Department because the constituency for development objectives was relatively weak, both inside and outside the U.S. government. He concludes by discussing the implications of AID's unsuccessful attempt to free itself from the State Department's control during the reorganization of the foreign-aid bureaucracy under President Carter.

Tony Waters emphasizes that the agencies delivering humanitarian relief are embedded in rationalized bureaucracies whose values are determined by their institutional frameworks. The demand for ?victims? is observed in the close relation between the interests of the popular press and the decisions made by bureaucracies.This presents a paradox in all humanitarian relief organizations, but perhaps no more so than in the Rwanda Relief Operations (1994-96) which ended in the largest mass forced repatriation since the end of World War II. This crisis is analyzed with an assumption that there is a basic contradiction between the demands of the bureaucratized organization and the need of relief agencies to generate the emotional publicity to sustain the interest of northern donors. The book concludes by noting that if refugee relief programs are to become more effective, the connection between the press's emotional demands for ?victims? and the bureaucratic organizations's decision processes need to be identified and reassessed.
