Peacebuilding and Post-War Transitions: Assessing The Impact of External-Domestic Interactions (Routledge Studies in Peace and Conflict Resolution)

This book asks how, and under what conditions, external-domestic interactions impact on peacebuilding outcomes during transitions to peace and democracy. Why do so many peacebuilding interventions in post-war states result in stalled transitions despite heavy international support? This book suggests a new interaction-based explanation for this puzzle and proposes an ‘analytical framework of peacebuilding interactions’. Based on eight cases of peacebuilding interactions, it demonstrates that the limited rationality of the actors involved in external-domestic interactions influenced the post-war transition results in Kosovo. Drawing on interviews and focus groups, the insights build on the process tracing of peacebuilding reforms in the area of Local Governance and Police Reform, with a specific focus at the local level. Through an in-depth analysis of peacebuilding negotiations, this book shows how peacebuilders’ use of ad hoc interaction tactics – intended as heuristics to simplify decision-making in overly complex post-war environments – have the unintended effect of offering domestic actors additional leeway to prioritise their domestic agenda, often at the expense of achieving full democratisation. The resulting consequences of these actions mean that, even in highly resourced interventions, such as those implemented in Kosovo, stalled transitions become one of the most likely outcome of the peacebuilding process. This book will be of much interest to students of peacebuilding, war and conflict studies, European politics, security studies and IR in general.

This book presents the protracted right to self-determination conflict between the Philippine state and the Bangsamoro group in Mindanao, Philippines. In the five decades of attempts to achieve peace, a key element is the Bangsamoros’ search for a kind of development that is compatible with their aspirations for freedom and their future. This book presents a study of the Bangsamoro communities and their social constructions of conflict, peace and development. It examines the viability of the sustainable human development framework for application in their challenging realities. The usefulness of the sustainable human development framework lies not only in its use of human development parameters like the Human Development Index. It also provides an approach towards development that synergizes with the sustainable peace framework – an imperative for Mindanao. At the centre of this approach is the Participatory Rural Appraisal and Participatory Learning and Action methodology for eliciting responses, stimulating discussion, documenting verbal and non-verbal ideas and carrying out small-scale projects to demonstrate community participation. The book concludes with two main points: that (a) both sustainable human development and peacebuilding are mutually reinforcing frameworks aimed at achieving the same human development goals, and (b) the pursuit of the right to self-determination is enhanced, as both frameworks are combined to provide a context for the attainment of peace in Mindanao.

Peacebuilding in Practice: Local Experience in Two Bosnian Towns

In November 2007 Adam Moore was conducting fieldwork in Mostar when the southern Bosnian city was rocked by two days of violent clashes between Croat and Bosniak youth. It was not the city’s only experience of ethnic conflict in recent years. Indeed, Mostar’s problems are often cited as emblematic of the failure of international efforts to overcome deep divisions that continue to stymie the postwar peace process in Bosnia. Yet not all of Bosnia has been plagued by such troubles. Mostar remains mired in distrust and division, but the Brčko District in the northeast corner of the country has become a model of what Bosnia could be. Its multiethnic institutions operate well compared to other municipalities, and are broadly supported by those who live there; it also boasts the only fully integrated school system in the country. What accounts for the striking divergence in postwar peacebuilding in these two towns?Moore argues that a conjunction of four factors explains the contrast in peacebuilding outcomes in Mostar and Brčko: The design of political institutions, the sequencing of political and economic reforms, local and regional legacies from the war, and the practice and organization of international peacebuilding efforts in the two towns. Differences in the latter, in particular, have profoundly shaped relations between local political elites and international officials. Through a grounded analysis of localized peacebuilding dynamics in these two cities Moore generates a powerful argument concerning the need to rethink how peacebuilding is done—that is, a shift in the habitus or culture that governs international peacebuilding activities and priorities today.

Peacebuilding Legacy: Programming for Change and Young People's Attitudes to Peace

A fundamental challenge plagues the global peacebuilding community. How can technocratic approaches to peacebuilding that are rooted in short-term, project-based execution of activities, further the longer-term transformative outcomes like altering young people's attitudes and beliefs about peace and violence? In response to this global challenge, in Peacebuilding Legacy, Sukanya Podder analyzes the long-term effects of peacebuilding programmes involving children and young people. Podder unpacks the concept of peacebuilding legacy through the lens of time, transformation, and intergenerational peace. Podder also develops unique qualitative cues for measuring legacy in terms of the institutional, normative, and organizational logics. If norms resonate strongly with the local context, they are likely to encourage strong retention and meaningful adoption over time. Successful institutionalization of project models through planned handover to successor national organizations, or government departments, holds the key to stronger local ownership. Organizational learning and reflection can support this process through a more strategic approach to programming, and through post-exit studies. Regarding attitude change, Podder found that, the media and peace education projects that targeted individuals' ingrained beliefs and values but overlooked the role of group social norms had only limited persuasive effects. To shift the values, practices, norms, and beliefs of the younger generation, the mindset of the older generation must also be targeted. Changes in the legal, political, economic, and other social institutions are critical for long-term and meaningful transformation. This requires adopting an ecological model of peace.
