Presidential Responsiveness and Public Policy-Making: The Publics and the Policies that Presidents Choose

We expect a president to respond to public opinion as an elected official in a democracy. Indeed, the president needs public support to overcome opposition to his policies in Congress and the bureaucracy. At the same time the president may want to pursue policies that do not have widespread support. How does public opinion affect presidential policy making? Jeffrey Cohen finds that presidents are responsive to the public in selecting issues to focus on. If an issue has captured the interest of the people, then the president will focus on that issue. Cohen finds that having chosen to work on an issue, presidents pay less attention to public opinion when making a policy. The president will try to maintain control over the details of the policy so that the outcome fits his policy agenda. Cohen examines the way presidents from Eisenhower through Clinton have dealt with public opinion in policy making. He uses case studies of issues such as Clinton and gays in the military, Bush and the extension of unemployment benefits, and Kennedy and cutting the income tax, to explore the relationship between presidents and public opinion. In addition Cohen uses a quantitative analysis of State of the Union addresses and positions on roll call votes of presidents from Eisenhower through George Bush to test his theories. This book should appeal to political scientists and historians interested in the presidency and in public opinion, as well as general readers interested in the history of the American presidency. The bully pulpit is one of the modern president's most powerful tools—and one of the most elusive to measure. Presidential Rhetoric and the Public Agenda uses the war on drugs as a case study to explore whether and how a president's public statements affect the formation and carrying out of policy in the United States.When in June 1971 President Richard M. Nixon initiated the modern war on drugs, he did so with rhetorical flourish and force, setting in motion a federal policy that has been largely followed for more than three decades. Using qualitative and quantitative measurements, Andrew B. Whitford and Jeff Yates examine presidential proclamations about battling illicit drug use and their effect on the enforcement of anti-drug laws at the national, state, and local level. They analyze specific pronouncements and the social and political contexts in which they are made; examine the relationship between presidential leadership in the war on drugs and the policy agenda of the Drug Enforcement Administration and the U.S. Attorneys; and assess how closely a president's drug policy is implemented in local jurisdictions. For example, Harry Truman and George W. Bush constructed crises that justified liberal crusades in the Cold War and War on Terror. In turn, each was followed by realist successors, as Dwight Eisenhower and Barack Obama limited U.S. commitments, but then struggled to maintain popular support. To make sense of such dynamics, this book synthesizes constructivist and historical institutionalist insights regarding the ideational overreactions that spur shifts across crusading excesses and realist counter-reactions. Widmaier juxtaposes what Daniel Kahneman terms the initial "fast thinking" popular constructions of crises that justify liberal crusades, the "slow thinking" intellectual conversion of such views in realist adjustments, and the tensions that can lead to renewed crises. This book also traces these dynamics historically across five periods – as Wilson’s overreach limited Franklin Roosevelt to a reactive pragmatism, as Truman’s Cold War crusading incited Eisenhower’s restraint, as Kennedy-Johnson Vietnam-era crusading led to Nixon’s revived realism, as Reagan’s idealism yielded to a Bush-Clinton pragmatism, and as George W. Many scholars have argued that the main reason for this instability is the parliamentary system of government, so Turkey must therefore adopt a presidential system. Presidentialism in Turkey uses both quantitative analysis and country-based comparisons to explore whether such a change might solve Turkey’s main political problems or if it might in fact create more problems for the nation. The relationship between government systems and political, economic, and social development is explored in a time-series analysis covering the period 1975–2014 for Turkey. It is argued that during this time period, the parliamentary system was better than the presidential system at boosting economic and political development, whereas the presidential system provides better social development. Furthermore, a country-based analysis in which Turkey is compared with other states that have used a presidential system at some point since 1975 highlights that each country has its own specific characteristics that affect its economic and political success. Thus, a regime transformation to a presidential system will not necessarily improve Turkey’s economic, political, and social development. By including a comparison of all presidential, parliamentary, and semi-presidential systems, this book helps to shed new light on what is a very controversial topic in Turkey. The presidentialization of parties refers to institutional resources, constraints and opportunities. It can be also described both as centralization of leadership and a style of government, overlapping with that of personalization of politics that it consists of personal characteristics, attitudes, personal capital and charisma in making politics, instead. Since their introduction, the concept of presidentialization have been mostly analysed within the Western or other democratic countries. Very little attention, however, has been paid to the phenomenon presidentialization of political parties in non-democratic countries or in countries with a transitional form of government . This volume enhances our theoretical understanding of the political role of the Presidents of Russia, Kazakhstan and Belarus in controlling the legislative space and elected officials.
