Based on case studies of 11 societies in the world’s most dynamic region, this book signals a new direction of study at the intersection of citizenship education and the curriculum. Following their successful volume, Citizenship Education in Asia and the Pacific: Concepts and Issues (published as No. 14 in this series), the editors, widely regarded as leaders in the field in the Asia-Pacific region, have gone beyond broad citizenship education frameworks to examine the realities, tensions and pressures that influence the formation of the citizenship curriculum. Chapter authors from different societies have addressed two fundamental questions: (1) how is citizenship education featured in the current curriculum reform agenda in terms of both policy contexts and values; and (2) to what extent do the reforms in citizenship education reflect current debates within the society? From comparative analysis of these 11 case studies the editors have found a complex picture of curriculum reform that indicates deep tensions between global and local agendas. On one hand, there is substantial evidence of an increasingly common policy rhetoric in the debates about citizenship education. On the other, it is evident that this discourse does not necessarily extend to citizenship curriculum, which in most places continues to be constructed according to distinctive social, political and cultural contexts. Whether the focus is on Islamic values in Pakistan, an emerging discourse about Chinese ‘democracy’, a nostalgic conservatism in Australia, or a continuing nation-building project in Malaysia – the cases show that distinctive social values and ideologies construct national citizenship curricula in Asian contexts even in this increasingly globalized era. Faced with monetary and institutional barriers, the majority of migrant youth attend low-quality or underperforming migrant schools, without access to the free compulsory education enjoyed by their urban counterparts. As a result, China’s citizen-building scheme and the sustainability of its labor-intensive economy have greatly impacted global economic restructuring. Using thorough ethnographic research, this volume examines the consequences of urban schooling and citizenship education through which school and social processes contribute to the production of unequal class relations. It explores the nexus of citizenship education and identity-forming practices of poor migrant youth in an attempt to foresee the new class formation in Chinese society. It is a great pleasure to present this book, edited by a distinguished team at the Hong Kong Institute of Education and with excellent contributors from nine countries in the region and beyond. The book is a truly comparative work which significantly advances conceptual understanding. The comparisons undertaken are at many levels and with different units for analysis. One chapter undertakes comparison in two cities (Hong Kong and Guangzhou), three chapters make comparisons between two eountries (South Korea and Singapore; Solomon Islands and Vanuatu; South Korea and China); and five chapters undertake eomparisons across the whole region. Other on individual countries or, in one case, on a single schoo!. In addition, ehapters foeus several chapters examine the attitudes and roles played by individuals and groups within societies. The book is thus an admirable example of the vitality of the field of comparative education in selecting different units for analysis and in examination of issues from diverse angles. Within the book, moreover, readers will find a fascinating array of settings and environments. On the one hand, for example, is Japan with its relatively homogenous eulture, a population of 126 million, and a strong national identity based on language and history. On the other hand is Solomon Islands, which has a population of just 400,000 scattered over 1,000 islands, approximately 90 indigenous languages, and major social problems arising from culture c\ashes, econornic forces, political dyna­ mies and legacies of colonialism.

Citizenship, Europe and Change is about the implications of the evolution of the European Union and the emergence of European supra-citizenship for the people of Europe. It addresses the way in which these implications are crucially mediated by inequalities according to social class, age- generation, race-ethnicity and sex-gender. Citizenship Inclusion and Intellectual Disability: Biopolitics Post-Institutionalisation (Routledge Advances in Disability Studies)

What happens when a group traditionally defined as lacking the necessary capacities of citizenship is targeted by government programs that have made ‘citizenship inclusion’ their main goal? Combining theoretical perspectives of political philosophy, social theory, and disability studies, this book untangles the current state of Western intellectual disability politics following the replacement of state institutionalisation by independent and supported living, individual rights, and self-determination. Taking its cue from Foucault’s conception of ‘biopolitics’, denoting the government of the individuals and the totality of the population, its overarching argument is that the ambiguous positioning of people with intellectual disabilities with respect to the ideals of citizenship results in a regime of government that simultaneously includes and excludes people of this group. On the one hand, its members are projected to become ideal-citizens via the cultivation of citizenship capacities. On the other, the right to live independently and by their own choices is curtailed as soon as they are seen as failing with respect to the ideals of reason and rationality. Therefore, coercion, restraints, and paternalism, which were all supposed to end with deinstitutionalisation, are still ingrained in services targeting the group. In equal parts a theoretical work, advancing debates of critical disability theory, social theory, and post-structural philosophy, as well as an empirical engagement with the history of intellectual disability politics and the ways in which present day politics target the group, this book will be of interest to all students and scholars of disability studies, disability politics, and political theory.

Citizenship, Nationalism and Refugeehood of Rohingyas in Southern Asia

This book provides an in-depth investigation of citizenship and nationalism in connection with the Rohingya community. It analyses the processes of production of statelessness in South Asia in general, and with regard to the Rohingyas in particular. Following the persecution of the Rohingya community in Myanmar (Burma) by the military and the Buddhist militia, a host of texts, mostly descriptive, have examined the historical, political and cultural roots of the genocidal massacre and the flight of its victims to South Asia and South-East Asian countries. The UNHCR reports describe the plight of Rohingyas during and after their journey, while other works focus on the political-economic roots of this ethnic conflict and its consequences for the Rohingyas. To date, very few theoretical insights have been provided on the Rohingya issue. This book seeks to fill that gap, and explores a dialogue between the state and its citizens and non-citizens that results in the production of statelessness. In theoretical terms, the book addresses the construction of citizens and non-citizens on the part of the state, and the process of symbolic othering, achieved through various state practices couched in terms of nationalism. Extensive case studies from India, Myanmar and Bangladesh provide the foundation for a robust theoretical argument. Given its scope, the book will be of interest to students, academics and researchers with a focus on political economy in South Asia in general and/or refugee studies in particular.
