This is an open access book. It is my great pleasure to introduce the Proceedings of the International Conference on Governance, Management, Social Sciences, Education and Innovation (ICGMSI2023). The event was held at UST Angelicum College, Manila, Philippines on 20th – 21st September 2023. The conference convenes researchers, scientists, academics, and practitioners from various nations to facilitate conversations and debates on pertinent problems, opportunities, challenges, and research discoveries. It is one of its significant and valuable features. Building worldwide relationships and offering participants a fantastic venue to share and exchange outstanding original research findings and creative ideas are the main goals of ICGMSI2023. In the fields of governance, management, social sciences, education and innovation, we live up to our pledge of contributing to the development of a positive outlook. A total of 13 submissions including authors from Malaysia, the Philippines, Saudi Arabia, United Arab Emirates, Indonesia and other countries were approved as full papers for publication and presentation in ICGMSI2023. These papers offer excellent illustrations of recent research on pertinent subjects, such as governance, management, social sciences, innovation and education, among others. I express my gratitude to the authors for presenting the conference and contributing their knowledge and research findings to this occasion. We will be able to develop and clear the path for the future of governance, management, social sciences, education, innovation and related fields with their vision, contributions, and involvement. They are the best players and assets available now and in the future. The authors and delegates had a great time during their visit to Manila in the Philippines and that ICGMSI2023 was fascinating, thrilling, and motivating. Sexuality Reimagined: MSM in Modern India

The book examines how medical knowledge is produced around bodies that do not fit in the heteronormative framework of the state’s rationale and processes. The marginal bodies studied in this research are termed MSM, men who have sex with men, categorized as a high-risk group in the backdrop of HIV/AIDS. These Queer bodies entered the registers of epidemiology and governmentality. This classification is the point of departure for the book. The book interrogates and asks how does a sexual subject become a political question? To answer this political trajectory, the book analyses the category of risk in biomedicine. It investigates how the category of risk becomes critical to the Indian state’s rationale and policies wherein, through the ambit of health and population, sexuality is managed. Unearthing the sexual politics in South Asia, the book, based on rich empirical evidence derived from the lived experiences of MSM, narrates the construction of sexual subjectivity and masculinity. Theprocess of construction occurs in negotiation with the Indian state, bringing forth the dimension of the Indian state as a medico-legal governmentality regime and how MSM takes on the identity of a medicalized subject.

This book aims to understand biological evolution through a physical approach, focusing on the macroscopic aspects of the biological genome. Readers will discover the connection between genomic information and the harmony of biological systems, a relationship that remains elusive to many researchers in biological sciences.The most common approach to understanding living organisms with physics is to begin with a single molecule of an organism. In contrast to this bottom-up approach, building from each molecule to the whole, this book takes a coarse-grained approach at the amino acid level to physically understand the macroscopic aspects of the organism. The book presents a system developed by the authors to predict membrane proteins with high accuracy using only physical parameters. Another distinctive perspective of this book is that it proposes the idea of a physical mechanism, other than natural selection, that orchestrates the emergence of order from random processes.The study of macroscopic aspects of living organisms based on this concept has parallels with thermostatistical mechanics for states of matter. Just as random processes create order in matter, there are physical random processes that form order in living organisms. This analogy is the central theme of the book.Using terms and analogies familiar to physicists, the book bridges the gap between biological and physical sciences. Attacks, Defenses and Testing for Deep Learning

This book provides a systematic study on the security of deep learning. With its powerful learning ability, deep learning is widely used in CV, FL, GNN, RL, and other scenarios. However, during the process of application, researchers have revealed that deep learning is vulnerable to malicious attacks, which will lead to unpredictable consequences. Take autonomous driving as an example, there were more than 12 serious autonomous driving accidents in the world in 2018, including Uber, Tesla and other high technological enterprises. Drawing on the reviewed literature, we need to discover vulnerabilities in deep learning through attacks, reinforce its defense, and test model performance to ensure its robustness. Attacks can be divided into adversarial attacks and poisoning attacks. Adversarial attacks occur during the model testing phase, where the attacker obtains adversarial examples by adding small perturbations. Poisoning attacks occur during the model training phase, wherethe attacker injects poisoned examples into the training dataset, embedding a backdoor trigger in the trained deep learning model. An effective defense method is an important guarantee for the application of deep learning. The existing defense methods are divided into three types, including the data modification defense method, model modification defense method, and network add-on method. The data modification defense method performs adversarial defense by fine-tuning the input data. The model modification defense method adjusts the model framework to achieve the effect of defending against attacks. The network add-on method prevents the adversarial examples by training the adversarial example detector. Testing deep neural networks is an effective method to measure the security and robustness of deep learning models. Through test evaluation, security vulnerabilities and weaknesses in deep neural networks can be identified. By identifying and fixing these vulnerabilities, the security and robustness of the model can be improved. Our audience includes researchers in the field of deep learning security, as well as software development engineers specializing in deep learning.

In recent years, the safety and security of people's lives around the world have been threatened by frequent floods and rising sea levels attributable to climate change. The COP 26 has set a common global goal of limiting the temperature rise to 1.5 degrees Celsius above pre-industrial levels. It is an urgent task to cope with climate change as well as to utilize decarbonized and renewable energy. The UN is promoting the SDGs which aim to achieve 17 Goals between 2015 and 2030. However, efforts to reach the Goals will not end in 2030 but will be an ongoing challenge for humanity beyond 2030. Here, we tentatively call the Goals to be achieved after the SDGs as "Next SDGs." Ocean and water have the potential to provide solutions to the disasters such as flooding and sea level rise due to climate change. In this context, WCFS 2023 presents ocean and water as the urban infrastructure and explores new technology and feasible solutions. In particular, it is necessary to consider urban planning, marine architecture, port planning connecting land and sea, disaster prevention, renewable energy, and food production on the sea and water. Further, it is indispensable that knowledge, experience, dream, and strong desire to realize these challenges are supported by a diversity of people.
