Die Erörterung der beiden Hauptthemen - Wirbelsäulenverletzungen/Wirbelsäulenschäden, periphere Nervenschäden - hat zum Ziel, klare Richtlinien für die Begutachtung von Veränderungen im Bereich der Hals- und Lendenwirbelsäule zu erarbeiten. Vor dem Hintergrund möglicher Verletzungsmechanismen werden die funktionelle Anatomie dargestellt und die Beweisregeln akzentuiert. Im Sinne dieser üblichen Betrachtungsweise und der Terminologie des österreichischen Finanzaus gleichsrechts (28, 30) folgend wird hier stets die Abgabenaufteilung dis kutiert; Erwerbseinkünfte und Krediteinnahmen sind nicht speziell be handelt. Bei der Abgabenaufteilung ist wiederum stets speziell an die Steuern zu denken. Der Finanzausgleich wird im Verhandlungswege bestimmt. Seit über Finanzausgleich diskutiert wird, bestimmt die Gegenüberstellung von sachlichen Kriterien und Verhandlungsergebnissen das Spannungsfeld des Finanzausgleichs. Die historische Betrachtung zeigt deutlich, wie die Verhandlung am Beginn der Finanzausgleichsaufteilung stand; das öko nomische Kriterium diente zur Stützung von Verhandlungspositionen, die Ergebnisse der Verhandlungen mußten keineswegs dem ökonomischen 5 Argument entsprechen . Durch die wissenschaftliche Beschäftigung mit Finanzausgleichsfragen haben dann sachliche Kriterien vor allem in den horizontalen Finanzausgleich Eingang gefunden. Beim vertikalen Finanz ausgleich steht die Verhandlungsdetermination noch wesentlich stärker im Vordergrund, vor allem aufgrund der gewählten Verteilungstechnik (für viele: 5).

Representations of Dalit Protagonists: Indian English Fiction and Marathi Dalit Literature

It examines how the normative discourse of the Anglophone novel portrays Dalits from an upper-caste point of view, devoid of Ambedkarite or Dalit consciousness, and thus implicitly reinscribes the upper caste power by restricting the narrative to merely represent Dalit submission and victimhood. The arguments then are substantiated by setting up a comparative framework through contrastive analysis of selected narratives by Dalit writers from Marathi Dalit literature to highlight the differential representational paradigms that mark the absence or presence of Ambedkarite consciousness and perspective.

Inorganic Chromotropism: Basic Concepts and Applications of Colored Materials
It was exactly twenty years ago (1987), when Professor Sone and I published a book "Inorganic Thermochromism" from Springer Verlag in which only the reversible color changes of the metal complexes due to temperature have been explained. During the past two decades, many interdisciplinary research works in the coordi- tion chemistry research field, and also in the science of colored materials, have been developed. Interdisciplinary research means that the universe of the respective research fields includes Inorganic, Organic, Material and Biochemical sciences and systems. But no book concerning the reversible color changes of the materials due to the outer stimuli has yet appeared. Then the idea of editing this book "Inorganic Chromotropism"was bom a few years ago. Many of these new works are of wide interest: among them, supramolecular self assembling systems which show char- teristic thermochromism in solution, magnetic properties of the metal complexes influenced by light (e. g. . Light Induced Excited Spin State Trapping phenomena on the spin crossover complexes) or metal complexes with photo sensitive ligand interaction and photo interaction of the molecular assembled systems are all dev- oping. The color changes of the complex systems due to outer stimuli are often observed, and some practical applications of the colored materials are also dev- oped. Chromotropism means the reversible color change of the colored materials due to the changes of chemical and physical environmental conditions, such as solvent, temperature, pressure, light or electrons.

Eine Vielzahl von Veröffentlichungen, vor allem in der Tages-und Fach presse, geht auf diesen Fragenkreis ein, doch bringt es seine Um strittenheit mit sich, daß der Großteil der Publikationen der Gefahr unterliegt, tendenziös zu werden. Es kann nicht Aufgabe der vorliegenden Arbeit sein, dieses tenden ziöse Schrifttum weiter zu vermehren, es soll vielmehr versucht wer den, eine möglichst klare und sachliche Darstellung der Tatbestände zu geben, und aus dieser dann die entsprechenden Schlußfolge rungen zu ziehen. Im ersten Teil der Arbeit sollen, nach einer kurzen Schilderung der historischen Entwicklung, die fiskalische Belastung des Motorfahr zeugverkehrs und die Methode der Straßenkostenrechnung (das Zurechnungsproblem) behandelt werden. Der zweite Teil, in dem sich der Großteil der besonders umstrittenen Fragen konzentriert, geht auf die Frage der Eigenwirtschaftlichkeit im Straßenverkehr ein und behandelt die damit zusammenhängen den Probleme. Das rapide Ansteigen der Zahl der Kraftfahrzeuge in den west europäischen Ländern gibt diesen Fragen ihre besondere Aktualität.
